Data Network Deactivated - receiving pic msgs

I sometimes have my data network deactivated (so as not to run up high costs accidently logging into internet) however, while it is off, i cant receive pic messages - it just says 'downloading' , so if i activate the data network, and re start phone, the pic still doesnt come through and have to get it sent again.... am i doing something wrong, or can someone advise ?

Yeah, if you receive mms, your network has to be activated from the start to avoid problems receiving messages.
