Because if you can't then it's a connection or APN settings issue and not a market issue because Android Market is available for all markets when it comes to free apps it's only paid apps that are restricted to a handful of countries. I had to soft reset to fix it. I don't remember why it happened. I think it was because I did a hard reset. And for some reason it didn't completely forget my settings. I mean the Gmail account setup.
