It looks like "Super Status Bar" or similar apps do the job ( com.firezenk.ssb ). That kind of apps replace the full status/notification bar, and also provide a power widget already. It looks that they don't require rooting, but work better with root (i am root). Then they generate a "QuickPanel Settings" that allow to modify it.
