Hello there! I resolved that problem by updating my Galaxy S 2 firmware to KF3 version. That was done from phone menus, pressing "Menu" button choosing "Settings" and then "About phone". Then I chose "Software update" and "Check update". After updating to KF3 when you select "Silent" or "Vibration" mode also camera sounds are off.
