New battery, shuts off when plugged in to charge

My Dell inspiron 1545 has had a lot of problems recently. Firstly, a few months ago, the charger stopped working, and although kept the battery charged (at 0%), which allows it to be used, but if the cable comes out it switches itself off. Buying new chargers makes no difference to this problem,so for some reason the battery will not charge. I have also bought a new battery to see if this is the problem, but no such luck. Just to round things off over the past few days the laptop will randomly shut itself down. I have found that if it is placed on your lap/sofa etc it will turn off on a much more regular basis than if it is placed on a table. Since it has been placed on the desk it has only turned off twice, whereas it has turned off tens of times on my lap.Overall, the problems are that the battery says "plugged in not charging" which means when plugged in it will work, but if the cable falls out it will turn off, and the other problem is that it randomly turns itself off.
