You can find it in the Market. As for the backgrounds (wallpaper) & icons, you can search around or even make them yourself. If I remember correctly, the free LauncherPro is fully functional except for its Widget which only available on the paid version. I don't use them, but its your choice. Here's a screen of the LauncherPro Widgets you get for the paid version... Play with the free version first. As for your attached picture, you have to install an app called Itching Thumb, it's an Add-On for your Launcher, allowing tasks to be managed visually & through gestures.
