It is not a theme. It is a pic for an Ad. The ad is for the car mount.

It is not a theme persay, it is a car dock app. See the app puts ur phone in "car dock mode" and those are the apps and stuff it fills you might need most while driving.

This is comming stock after the froyo 2.2 update 

Cant find any Car Dock App (official) for the Galaxy S, can anyone help?

It must be part of Froyo because it just appeared with the update.

is the update for say, USA, different to the UK maybe?

Yes there is a difference between the UK and Us Froyo updates. US isn't getting an upgrade because the carriers want to hoard their profits and not pay Samsung for Froyo (it's been too long since a smite )

I think every Froyo is slightly different because the carriers add their own stuff. Certainly Canada's is different because of the radio frequencies. My update was much more than just o/s it seems as the GPS locks quicker, the data connection is more tenacious and, from what I hear at XDA, JL is almost impossible to brick and not downgrade-able without some fancy footwork.
