I'm new to this forum, and I don't know if anyone's still looking at this topic, but I actually have a solution. (I've had the problem twice now and have been able to fix it by the same method.) The problem, and IronSingh so sagely noted, is your carrier's bloatware. In my case, it was T-Mobile HotSpot Connect. (I believe the first time it was their WiFi Calling app.) Any carrier-written app that mucks with your WiFi is highly suspect. Something they're doing is not playing nicely with the current radio.

I have been experiencing the problem exactly as described. Occasionally (often) wifi will just go down. Trying to restart simply gives "Error". It would come back after a reboot, and then go down again shortly thereafter.

Since this is carrier bloatware, you can only solve the problem by rooting. My preferred solution is to freeze the potential offenders using Titanium Backup. That way you can freeze anything suspicious, see that your problem is fixed, and thaw anything you still want, one at a time, until you find the actual culprit. Once you find the evildoer, please make a note of it. Next time you do a factory reset and re-install your apps, you'll need to know which one(s) to either not re-install or re-freeze after installing.
