If those "repair" centers can do firmware upgrades, then yes, you can go there. Firmware upgrades are Free.
Actually, there's no harm rooting your device. It just let's you have access to you device's system files.
Anyway, I'm also not sure the method for rooted device will work for your camera problem.

What did you do before the problem occurred?
For bro Akhtar's case, was he'd apply the "PHONE TO CAM FW WRITE" in the system menu.
Just to confirm, can you check whether there's anything blocking the camera?
If you want to try, download
This .zip file and extract it.
There are 4 files inside:
CE147F00.bin
CE147F01.bin
CE147F02.bin
CE147F03.bin
Copy them into your device's
/system/firmware/ folder, replacing those that are there.
Restart your device.
From your default dialpad, key in
*#34971539# and select "
PHONE TO CAM FW WRITE".
Restart your device and start your camera.
Please note that I am not sure whether it will work, those 4 files was extracted from my GT-i9000.And if it does work for you, please post a confirmation, hopefully this can provide some help to bro Akhtar too.
